Sorry for the confusion. WPML’s String translation is not needed to translate the Rank Math Settings. We have added the compaitbility code in such a way that you can translate the Settings text from Settings panel itself. Just switch the language from admin bar menu and add the translated text in the Settings.

I tried it many times but it didn’t work, but now it is finally working.
Not sure what was the issue since I’ve tried it for almost a year and kept me from using the plugin on multilanguage websites.
