Sorry for not following up quickly and any inconvenience that might have been caused due to that.
Can you create a staging site where we can debug this issue by deactivating all the themes and plugins? I know you already tried deactivating all the plugins and theme but I would like to do the same to debug the issue. As the Health check plugin is not working on your site, we’ll have to deactivate the plugins and theme which could break the site.
