    I followed the tutorial up until Find the blocked rule and click on ADD PARAM TO FIREWALL ALLOWLIST. because no blocked rules display

    Correct, and I have already disabled Wordfence, cleared cache and tried to save again but still did not work.

    Upon checking we could see that the site is still blocking us with Wordfence Firewall.
