Can you please install this plugin and see if it creates a robots.txt file for you:

If it doesn’t, I am afraid there is some issue with your installation and you will need to work with your web hosting provider to fix this issue. It is possible that the server is setup to handle the .txt files in an uncommon way.
Even the Virtual Robots.txt plugin doesn’t provide the file. So I think there is something strange going on with the WP installation.
I have updated the sensitive data with the details of the hosting provider. Can you please check further?

Feedback from the hosting provider. Where does the plugin trying to put the file? Is it in the root of the server of in the root of Apache? Because of restrictions on the server root it has to be in /public/sites/<site-url>. Is there a way to alter the config is server root is used by default?

Both plugins should be trying to create the robots.txt file on the root of the website (so in /public/sites/yoursite.com/robots.txt).
If neither of the plugins can create the robots.txt, it seems like an issue in the server and it should be checked by the hosting provider support, as Todd suggested.
