You should only submit the main sitemap(sitemap_index.xml) in your GSC account. Please remove all the sitemaps from your GSC account and resubmit the main sitemap. And the links per sitemap option only works to generate the sub-sitemaps.
However, when you will submit it to your GSC account, Google will discover all the sub-sitemaps and the URLs under them and will show the total count as the discovered URLs for your main sitemap.
The sitemap is working fine and you don’t have to worry about anything.

It might be that until that point, only 200 URLs were discovered from your sitemaps due to an exhausted crawl budget.
However, as mentioned by my colleague, for the main sitemap, Google shows the overall count. There’s nothing to be worried about here.
