It depends on whether you wish the stating site to get indexed on the SERPs or not. Staging websites are usually created for testings or to create the pre-release of the website, and thus they are set to as No Index and their sitemaps are not submitted to GSC.
If you wish to get your staging website indexed, then you can set it as Index and disable (if enabled) the “Discourage search engines from indexing this site” option from your WordPress admin area > Settings > Reading.
Further, you can submit your sitemaps to your Google Search Console account and then wait for Google to crawl the website.

No I don’t want it to be sent to google it would be duplicate content, I have already enabled the option Do not recommend search engines to index this site “from the WordPress admin area> Settings> Reading.
The important thing is that the site map staging is no index, otherwise I disable the plugin in staging, I use it only for testing

It is completely normal for the sitemap files to be set to No Index since you do not want them to be indexed on SERPs.
The sitemaps are intended to be crawled by the search engines but they are not to be indexed/displayed on the search results and hence the sitemaps are kept as No Index.
As you’ve enabled the “Discourage search engines from indexing this site” option, you do not need to worry about duplicate content.
