Just to be sure, why are you using in your permalinks the https://website.com/index.php/… Did you put it intentionally?
Also, if you want, we could take a closer look at the settings. Please edit the first post on this ticket and include your WP logins in the designated Sensitive Data section.

I never edited the permalinks, since day one they’ve included the /index.php. I don’t know if that’s right or wrong, but that’s the way it was setup and I never touched it.

I edited your sitemap exclusion rule to /(.*)sitemap(.*)
and it seems to be now loading fine. Could you please attempt submitting your main sitemap on your GSC again and let us know.
