If you have any caching plugin, please exclude your sitemap URLs from being cached and purge your cache then do the following:
1. Head over to WordPress Dashboard > Settings > Permalinks
Hit the save button once.
2. Go to WordPress Dashboard > Rank Math > Sitemap Settings
Hit the save button once.
3. You can then validate your sitemap URLs here: https://www.xml-sitemaps.com/validate-xml-sitemap.html
4 With results of validation being okay, head to your GSC and resubmit only your main sitemap URL(sitemap_index.xml)
If the issue persists, please do let us know so we can look at this further.

I have done the above steps but still get the same error.
The sitemap was validated as requested but get the same error. I have uploaded a sitemap generated by xml-sitemap site and it has successfully been accepted in GSC (link updated).

I think we might need to take a closer look at the settings. Please edit the first post on this ticket and include your WP logins in the designated Sensitive Data section.
It is completely secure and only our support staff has access to that section. If you want, you can use the below plugin to generate a temporary login URL to your website and share that with us instead:

You can use the above plugin in conjunction with the WP Security Audit Log to monitor what changes our staff might make on your website (if any):

I tried again but the same issue.
“Your Sitemap does not contain any URLs. Please validate and resubmit your Sitemap.”
I did not quite understand where that file had to be excluded. Is it a .xsl file? Just wanted to make sure it’s not a typo there.

Yes, it is an xsl file that contains extra info for your sitemap. I have temporary disabled Breeze, just to check if it is caching the sitemap, even when it shouldn’t, could you check now if it is working?
