I checked your site and this sitemap: https://www.psiubytovaniradce.cz/mesto-sitemap.xml is loading just fine from my end.
The post sitemap is not loading because there is no post added to the post sitemap. In your site you only have one post published which you have defined canonical URL manually in Rank math metabox under the advanced tab. When the canonical URL is added by the on the page/post like this, Rank math interprets this as a duplicate page/post and therefore doesn’t add it to the sitemap. You will need to remove the defined canonical and update your post to add it to sitemap.
I also added /(.*)sitemap(.*) to the exclusion list of your caching plugin to exclude all sitemap URLs from being cached.

I changed the link per sitemap to 1001 in Rank math > Sitemap Settings to force your sitemap to update and now everything appears fine. It is likely the previously the already cached sitemap. The exclusion settings should apply now since the sitemap is refreshed.
Please test the sitemap in private browser or different browser to avoid browser caching.
