If you eventually want to drop all the 404s and even the 410 pages out of the index, then you can do that.
If you wish to retain the link juice you get on those 404s, you should 301 or 307 them to the most relevant page on your website.

You do not need to create a page but a theme’s template which shows up when someone visits a 410 page.
