The one at the top is the one that will be displayed. You can check this by viewing the page source code, you can also do a search on the source code of the home page to check the second issue.
I have checked the page source and there are no h1 tags added to your page by your theme. You can also add this tags through the content editor when defining the page content or you can edit the page template.

Why is the top image is the one that will be displayed?
As i said,i changed the title and metabox for it in Edit Page(Eco Restoration & Construction Done right the first time)

Please check if your actual SEO title matches the one you have set using Rank Math.
You can confirm the same by opening the post and then following this image tutorial

Once the source is opened, search for the word <title> and you can confirm if the title is the same as you entered in the plugin.
If it matches as seen in the HTML source code there is nothing to worry about. Google sometimes does not honor your titles and displays them as per their will.
