I have made changes on a front end builder, as well as changes in the rankmath tab on the page editor.
Neither appears to make a difference.

clicking the start analysis button, shows a loading screen with about 18% completion and then shows the same unchanged report

Have you tried flushing your SEO analysis data and re-start the Analysis?
It is accessible at Rank Math > Status & Tools > Flush SEO Analysis Data.
I tried using our SEO Analyzer tool and I can’t seem to be able to get information of your site as well. I tried with a different site, and it can produce the information.
Do you have any security-related plugin installed? Perhaps if you can share your WP-Admin details with us, we could have a look on what is going on. You can share the details in the Sensitive Data section.

It appears i can essentially only refresh the SEO analysis once (maybe twice) a day… with no real reason or cause.
Is this restriction something thats built into the free version?

There is no restriction on how many times you are going to run the SEO Analysis on your website. Could you perhaps give us an example of the fix you are doing and share the affected URL as well to check further? You can also record a video screencast using a tool like Loom showing the issue and edit the first post on this ticket in the designated Sensitive Data section.
It is completely secure, and only our support staff has access to that section.
