Please check your index settings and make sure the noindex is not enabled for tags.
If you choose the default option for robots, the tags will be set to noindex.
Although we do not recommend making them indexable, you will have to if you wish to see the tag archive sitemap work.
I am assuming rest of the sitemaps are working fine.
