I tried enabling troubleshooting mode by following this guide but it doesn’t seem to work, all the plugins are still activated in troubleshooting mode and it doesn’t affect the frontend.
We may need to further debug this by disabling/enabling the plugins and theme live but that isn’t ideal for a production website.
Is it possible for you to create a staging website for us to deeply debug the issue without worrying about breaking your live site? If so, please create one, replicate the issue there and share the admin login here so we can further determine what’s causing this issue.

I’ve created a backup, and downloaded so in case something happens I can get it back.
I also activated the “under construction” mode temporarily while you debug – with a staging site im not sure i can replicate the issue, therefore I’m happy for you to work on the live site to troubleshoot the issue AS LONG AS YOU REVERT BACK ANY CHANGES MADE ONCE THE TROUBLESHOOT IS DONE.

The second meta description is from the Phlox Pro theme. If you switch the active theme to a default WordPress theme like Twentytwentyone, the second meta description goes away. Please contact the Phlox theme support for advice on how to disable the meta description added by the theme.
