I would like to utilize the existing balance and pay the remaining amount with any other payment method.
For eg. for $19 payment, I will make the remaining $9 or $12 payment via credit card.
But how to utilize the existing $10 balance in my account.

Under Subscriptions > Invoices I see the tax refund as $10.
May be I’m wrong. Can you clarify if there is any balance.
But I see full issue of refund. I’m confused.

All the refunds are credited back to the payment accounts.
There’s nothing in your account which is pending.
Please get in touch with your card provider if you do not see the complete refund in your account.
