It is completely normal for the sitemap file to be set to noindex since no one would like their sitemap file to appear on the SERP.
You can test your sitemap file on this online tool:
https://www.xml-sitemaps.com/validate-xml-sitemap.html
Please login to your search console, delete the current sitemap and submit a new one. The correct URL should be https://domain.com/sitemap_index.xml
