It is normal to have noindex tag on sitemaps. It is done on purpose so your sitemaps do not end up in the index.
Please submit your sitemap to Google following this tutorial:
https://support.google.com/webmasters/answer/183668?hl=en
Make sure that you only submit the sitemap_index.xml file.
