Please note that the actual sitemap links such as https://domain.com/sitemap_index.xml should be set as noindex as you would not want those to appear on SERPs and they are only used as a crawling method.
The sitemap should only be submitted in the sitemaps sections in the Search Console.
Please submit the sitemap in the sitemaps section by following this guide:

Can you please confirm if you are asking about why your sitemap URLs (sitemap_index.xml) have noindex tag and how you can fix that?
If yes, then you shouldn’t be worried about that, as it’s completely fine and absolutely normal to have noindex tag on your sitemap URLs. As mentioned above, the sitemaps, by default, are set to noindex as it is not meant to be indexed and appear in the search results.
The sitemap should only be submitted in the sitemaps sections in the Search Console.
If you’re mentioning about posts/pages of your website that are being noindexed, please share the affected URLs with us, so that we can investigate the issue further for you.

If i do url inspection of sitemaps’s url then it will show (Page cannot be indexed: Excluded by ‘noindex’ tag)
But in my website there is no post and pages to set as noindex
How can i fix because this issue my website’s traffic down and last 5 or 6 posts still not index

You shouldn’t submit your sitemap in the URL inspection tool as that tool is only meant for page content such as your posts, regular pages and homepage.
The sitemap should be submitted to the Sitemaps section of the Google Search Console.
