It’s important to note that the Instant Indexing API it’s not designed for news websites and also doesn’t guarantee that the pages will get indexed, it just submits them for Google to crawl them and check whether or not they should be indexed.
After they enter the “pool” of pages that are being crawled, the algorithm makes the decision based on a lot of factors whether or not the page should be indexed.
Those factors include technical issues (which your website doesn’t currently have) but also content and domain related issues such as duplicate content, lack of authority, quality of the content, and so on.
So, what we recommend is that you first check some of the pages that are not indexed via the URL Inspection Tool on Google Search Console and see if they have any technical errors reported. If they don’t we recommend continue working on your SEO strategy and building up the reputation of the website.
