    HI looking to find the best location to add local metadata
    It suggests you Select a page on your site where you want to show the LocalBusiness metadata. and it suggests your contact page.
    Would a silo page be a better location which could have a title of the local business page as I have set up this type of page

    I couldn’t understand your issue well, could you please share some screenshots by uploading them to https://imgur.com and adding the URLs in the sensitive section.

    If you are referring to the locale meta, for example meta property="og:locale" content="en_GB">, this is added to all your pages/posts automatically and usually taken from your WordPress Settings.
