It is not part of the core plugin but needs to be installed separately:

For now, Google recommends that you only use it with Live Streaming and Job Posting websites. If you have either of the two, you only need the indexing API and not sitemaps.
If you run any other type of website, you will still need sitemaps that are built into Rank Math and you don’t need a separate plugin for that.

No, it’s just a standard offline business website in which case just the main Rank Math SEO plugin and the standard submit sitemap via Seach Console is fine?

Yes, it would be perfectly fine. Just remember to only add to the Search Console the sitemap_index.xml file, not any other.
