You can do that from WordPress Dashboard > Settings > Permalinks

Sorry, the old posts will not get redirected by just changing the tag base.
You create a new regex redirect though and set it up like this:
That will redirect these URLs:
domain.com/tag/tag-name
to
domain.com/етикет/tag-name

Please add at least one valid source URL.
