As by default search results pages are set to noindex, so in this case, you can ignore the error on GSC. Googlebot may have found the URLs from internal links. Alternatively, you may also add the following line to your robots.txt file if you don’t want Google to crawl those URLs.
Disallow: */?s=*
Please note that it is absolutely normal for a newly published post/page/website to take some time before it gets crawled or indexed by Google.

This basically indicates to those pages that are being generated while you search something on your site. As on GSC you’re encountering the error Excluded by 'noindex' tag for those URLs, that means they are already set to noindex and Google won’t index them on SERPs, though Google will still be able to crawl those URLs.
As you want to keep them crawl-able to Google, you may simply ignore these errors on GSC, since they won’t get index and shown on SERPs.

Yes, it’s completely normal to see that error for your search pages, as those are marked as noindex.
For other issues, as they are being indexed after you’re submitting URL in Inspection tool, you can ask Google to validate all the affected URLs by clicking on Validate Fix. Please refer to the screenshot in the sensitive data section.

Please note that it is completely normal for a newly published post/page/website to take time before it gets crawled or indexed by Google. It depends on a lot of factors. Your posting frequency + the domain authority are just two of the many factors Google considers when indexing some new URLs.
Google assigns a crawl budget to your website depending on these factors (especially these two) and that has a direct effect on how soon or how late your content can get indexed.
Also, Instant Indexing helps your website’s pages and content to be crawled instantly. Using Instant Indexing does not always result in the indexation of the content.
It may take anywhere from minutes to days or even weeks before a URL is indexed. Using this plugin doesn’t guarantee that your pages will show up in the search results, but you can still use it on your news website.
