It seems like new tables are not getting created in the Database or some old plugin has left an incorrect entry.
1. Please follow these steps to fix the issue:

2. Please follow only the first 2 steps and clear your caches. The following steps mentioned in the article are for advanced users.

Please clear all the cache, including the server after following the above process and that should resolve the issue.
Also, the multisite version of the Repair Action Scheduler needs to stay active on the website.

Looking at the performance chart we don’t see any metrics relative to our plugins that can be causing this slow down on your website.
We recommend installing a performance plugin such as W3 Total Cache or WP Rocket and see if that helps with the initial page load.

Adding to my colleague’s reply, we did not mention any multilingual plugin to download. Please follow the guide/screencast exactly and see if the issue gets fixed.
Will Rankmath delete this plugin by itself when it is not needed?
The actions scheduler plugin will perform the operation as soon as it is enabled and once the task is complete, it would be disabled automatically. However, you would need to remove it manually.

I was suggested to enable the multilingual version to fix the problem and to keep it active (not to add a multilingual plugin). What advice do I follow? Performance is still marked red on Gtmetrix.

Could you please check if your website PHP values are not too low? Please get in touch with your hosting provider and ask them to set the following values.
PHP Memory Limit: 512M
Max input time: 150
PHP time limit: 120
PHP max input variables: 1000
Once done, please see if the issue is fixed.
