Please head back to the settings tab and make sure you have saved the settings correctly then clear cache and refresh the page. If the settings are saved then head to the console tab again.
If the issue persists, We would request you to go through the steps once again. Please make sure you follow the instructions once again and religiously. Try to add the service account properly and cross check the settings. https://rankmath.com/blog/google-indexing-api/
This is a tried and tested method and we are certain these instructions work.They have worked for 1000s of users so it has to be an issue with your setup. It is possible that you missed a step or incorrectly chose some option.

I have a similar problem. After uploading the json file or pasting its contents into the text field and saving the settings, the JSON Key: window is empty. I don’t see any errors in the console, no other errors, and it’s not a cache problem. As if the settings were not saving correctly.
