Thank you for the follow-up.
That option will let you set the default robots meta for your pages/post types. If that is disabled, the Robots Meta in Global Meta will be your default.
Hence, if you enable that, you can set a default robots meta for that post type only.

Robots.txt and robots meta are different, a robots.txt file controls crawling and a robots meta tag controls indexing.
You can keep that option disabled, but check whether the Global Meta at Rank Math > Titles & Meta is set to index or not.

1. Flush the Sitemap cache by following this video screencast:

Unfortunately, Autoptimize does not have an option to exclude URLs from caching.
You can use any other optimization plugin like W3 Total Cache or WP Fastest Cache.
