If you have a VAT exclusion, then you can use the following form to request the VAT refund from FastSpring: https://fastspring.com/consumer-support-form/tax-vat-gst/
When using a payment processor, that processor becomes the seller of the product (a reseller). Many companies and start-ups are doing this nowadays so they can focus on their product and let other specialized companies deal with hugely complicated commerce topics, such as the tax compliance for all the different countries.
