You mentioned that you have a custom 404 page you created. Are you using a different plugin for those custom 404 pages? If yes, it is possible that it is intercepting all the 404s on your site and redirecting them to the custom page.
Disabling that plugin can help fix this issue.

The 404 page is an Elementor Pro template that has a display condition of 404-Page. I disabled the template and the 404 logging worked. Are you not compatible with Elementor 404 templates?
I think I found the problem. I had created a Single page template and published it with a condition 404-page. I created a new template using the Elementor 404 template section. I then published it as a 4040-page and the logging is working. I will do some more testing tomorrow. Thanks for your help.

The 404 monitor logs only those URLs that actually generate the 404 errors. The custom 404 page that you created might have worked just as a landing page for the 404s and did not generate the actual 404 error.
You can test this by opening any broken link on your website and then open the browser developer tools > Console, and only if you see a 404 error, it would be logged in the 404 monitor.
