It is likely that this issue was as a result of an encoding issue on your database. I have created a test post on your site with the same title but I cannot replicate the issue.
I have also gone ahead and created a test using the site configuration and title on my local test area but I cannot reproduce the issue as well.

This is not an issue. It’s a non-ascii search that’s why it is decoded, Search engines understand the decoded string.
Even if you share post on social networking site, you’ll see the same decoded string.
So, this is nothing to worry about.
