Apologies for the delay.
The plugin will automatically calculate the last modified time in UTC based on different parameters. You can test the difference by installing a different XML plugin and you will see that the last modified time is the same.
For example, the Google XML sitemaps plugin will display the time in GMT and this is the same as that displayed by Rank Math +5.00.

So tell me how can some websites sitemap are showing +5:30 even they are also using rank math seo plugin to generate sitemap. Someones sitemap is showing +5:30 & mine is showing +5:00. Both websites are from india than how and why it is showing different timezone for different websites?

Sorry for the confusion.
The time of the Sitemap is picked from the website’s settings.
Please check the timezone set in here:
WP Dashboard > Settings > General
/wp-admin/options-general.php

If they are set as you desire, then please ask the hosting guys to confirm if the timezones set are correct on both the servers.

My timezone in wordpress general setting is already +05:30
But even after that i my sitemap is showing +05:00. If you want i can share my wp general setting screenshot.

Are you using numerical timezone in both the sites? It looks like numerical timezones are broken in WP core: https://core.trac.wordpress.org/ticket/34835
Although this issue was fixed in WP v5.1, there still seems to be having some problem. For now, I’ve selected Kolkata in the Timezone settings on your site. The Sitemap is now showing the correct timezone i.e +05:30
