1. You can avoid DMCA removal notices from Google by posting content on the site that you solely own the copyrights.
2. When a website owner gets a DMCA takedown, the infringing content is removed from the site at the appeal of the third-party factual content owner. It may be performed in any form as such requests are not subject to court consideration. The DMCA applies to written text, videos, music, artwork, picture, and software. A DMCA notice is issued when Google decides to remove a page from its index. Hence, the page which has been issued this notice will be not visible in the search results.
3. You can follow the advice given by Google in the screenshot that you shared with us. You can file a counter-notice to reinstate this page only if you own the copyrights of the page content in question.
Note: Copying content, deleting it after receiving the notice, and then filing a counter-notice can have severe legal implications. Therefore, counter it only when you are not at a fault and know for sure that the DMCA notice is a mistake.

If you enable this option, crawlers that are indexing your website will not trigger the automatic translation of your website.
