these are variables that contain specific values. As the name suggests, the%seo_title%
variable stores the SEO title of the post, and in the same way, the%seo_description%
variable stores the SEO description of the post.The SEO Title & Description fields are located in the SEO Meta Box > Snippets of Rank Math in the WP editor window.

Please make sure that you have enabled the Add SEO Meta Box option from WP Dashboard > Rank Math > Titles & Meta > Post Types
If it is enabled then you can see the SEO meta box by clicking on the SEO score button in the block editor:
And you can find it by scrolling down in the Classic Editor. Let us know if you’re still not able to see it.

Your post title and description are meant for people that are already on your site. It’s telling them what your post or page is about. Your SEO title and SEO description, on the other hand, is meant for people who are not on your website yet. It will be shown to people in the search results.

Yes, you can set different titles for your page and the search results. The Post title (%title%) is displayed on the front end of the website whereas the SEO Title (%seo_title%) populates the title tag of the website.
Being said that, please note that if everything’s fine and Google still decides to show a different meta title/description for your search keyword, there is nothing you can do as Google sometimes ignores the custom meta info altogether and show something from the page’s content that matches the search intent better.
