I was able to create Universal Analytics on my end as you can see in my video screencast:

Please make sure to enable the advanced option when you create your property and you should be able to create a Universal Analytics.
If you still don’t see it, please record a video screencast on your end using Loom.com and share the link in the Sensitive Data section so we can further investigate it.
