Yes, you’ll need to disable maintenance mode as Google Search Console can’t verify your site or access the sitemap while it’s in maintenance mode, as it blocks external crawlers.
Even if it does access the sitemap while in maintenance mode, it’ll only see maintenance pages or empty content, which can confuse Google and harm indexing.
It’s best to verify and submit the sitemap only when your site is complete and publicly accessible.
