That is on purpose. Since images don’t have HTML – it doesn’t make any sense to have SEO options on them.
If you are talking about the attachment pages – that’s another story.
Although we do not recommend keeping attachments enabled, you can easily add SEO details to them like this:

I have noted the issue you are facing. Assuming you are using the latest version of all the plugins and the themes (please update if not yet), it would seem like a conflict with one of the plugins or the theme you are using.To determine that, please follow this troubleshooting guide:

I checked everything. the problem remained with the theme 20 20. maybe it’s with world press 5.4 ?
