Please navigate to WP Dashboard > Rank Math > Status & Tools > Database Tools and Rebuild Index for Analytics. Once done, wait for the process to complete and the correct stats should be updated in the Site Analytics tab.
And if Google is finding those URLs, they must be finding them through internal or backlinks. You don’t have to worry as the URLs must be returning a 404 error and Google will stop crawling them on their own.

I have an exorbitant number of actions planned. many of them old posts. Could this be why Search Console is slow in deleting posts and adding new ones?

No, this won’t affect the performance on Google Search Console but those are the actions from the IndexStatus feature that we have from our plugin.
If your website has a lot of URLs those actions would be created one per object which could be in the range of thousands, hence the time they take to complete.
For example, the ones shared in the screenshot are posts/pages that are still waiting to complete from more than 4 weeks ago, so it could also mean that your corn jobs are not working properly or cannot handle this amount of data.
If the server cannot handle so much data about this feature, you would be better off simply disabling this option from WordPress Dashboard > Rank Math > General Settings > Analytics.
