Hello,
If the tag is empty, Rank Math has the option to set it to noindex automatically.
To disable that, head over to Rank Math > Titles & Meta > Global Meta and disable this option

Once done, check again those pages if they are already set to index.

If the tags are not empty, assuming you are using the latest version of all the plugins and the themes (please update if not yet), this can be caused by conflicting plugins/theme on your site.
