Could you please confirm if you’re referring to the Instant Indexing in Rank Math? If so, make sure the service account is listed as Owner for the site in Search Console.
Please follow the steps illustrated here to solve the issue:

If the issue still persists, head over to Rank Math > Instant Indexing > IndexNow API settings > API Key > Change key
Then, clear the website cache and try submitting URLs.
