We are unable to replicate this issue on our local setup, so we suspect it might be the local environment where the WordPress site is installed checking for changes in the content before activating the save button.
Pending when you move the site to live as a workaround, you can add a small change (e.g., an extra space) to the page content to activate the save button.

thanks for your feedback. Meanwhile I have continued testing on a real server and I think I found a reason for the described behaviour.
When I deactivate the “Link Suggestions” option in Rank Math’s page settings, then the content page’s save button will also be deactivated (when page is opened). Activating the link suggestions option will activate the save button on page load.
I can reproduce it on my local server and on the real web server.

The issue is coming from WordPress core behavior. As even with RankMath disabled, when you create a new post, and reload the page after saving it, the save button is disabled unless the post content is edited, this is not how WordPress block editor behaves on the norm.
We also tried rolling back the last 4 versions and different core themes, but still it behaved the same.
The next thing, we would propose you try is to contact your host about this, and see if they have a solution.
Probably cache related or the hint from the console error about HTTPs request for the two fav icons.
