The problem has to do with page caching on your end. Please disable all your caching plugins and disable server caching and then resubmit your sitemap index.

Have disabled and the page caching by disabling all the caching plugins. but the problem is still there.

Google’s inability to fetch the Sitemap is a bug on their end. Please read here

It’s happening with other SEO plugins as well.
The most prominent reason behind that seems to be the introduction of the Indexing API

Google has plans to drop the use of Sitemaps and allow indexing API.
