Are you using any cache plugin? If yes, could you let us know which one so we can give you specific indications about how to disable caching the sitemaps?
In any case, you will need to exclude these files:
/(.*)sitemap(.*).xml
/(.*)sitemap.xsl

1. We are using WP Rocket – on Nginx Server
2. WP Rocket Advanced rules:
Never Cache URL(s):
We had this exclude all the time
/(.*)sitemap(.*).xml
/(.*)sitemap.xsl
3. We also use Redis Object Cache:
Client: PhpRedis (v5.2.2)
Drop-in: Valid
Key Prefix: DOMAINNAME.com_
Connection
Status: Connected
Host: 127.0.0.1
Port: 6379
Database: 0
Connection Timeout: 1s
Read Timeout: 1s
Redis Version: 3.2.6
We disable both of them and still see the same problem

Your sitemap seems to be working perfectly fine from my end, please check the screencast I have added in the sensitive section.
Could you please check your sitemap from a different browser or private/incognito mode.

I’m not sure what happened, we restart the server, and now it shows the correct time.

We are super happy that this resolved your issue. The issue of sitemap not updating is usually to do with it being cached either on your site or server. To avoid this we always recommend that sitemap URLs are added to the exclusion list of the cache.
