If there is no physical robots.txt file present on your website’s root folder, then it could be another plugin generating the robots.txt file or there might be permission issues on your server.
Please follow this tutorial guide to determine if another plugin is generating the robots.txt file:

Following the above guides, please disable all the plugins except Rank Math and activate a default WordPress theme, further, check if you’re able to edit the robots.txt file from Rank Math.
If the issue still persists, then it would seem like a permission issue from your server, in this case, you can get in touch with your web host to ensure that there are no restrictions set that might be blocking Rank Math from editing the robots.txt file.
