Where are you seeing the meta tags that prevent you from removing the user from your website? Could you please share a screenshot or URL so we can advise accordingly? You can add them in the sensitive data section.
It is completely secure, and only our support staff has access to that section.
Ultimately, I need to remove this person from Google Console, but feel it necessary to mention that it is NOT Google’s responsibility to resolve this
To remove a user from your Google Search Console account, head over to Settings > Users and permissions, then manage the users on your property.
Moreover, I recommend having a security plugin in place to secure your site from any hacks, attacks, or malware.
