Unfortunately, the URL you’ve shared is not working. You can upload the CSV file you are trying to import via this tool and share the URL here so that we can check this further for you.
However, import and export redirections are Rank Math PRO features, but the account you have used to open this ticket is the Rank Math free version.
Can you please share the email address which you used to purchase the plugin or you can search and forward the receipt from FastSpring.com so we can locate your account?
