unfortunately im not able to share the file because of privacy issues. But I did make sure the redirection has the same format but unfortunately, it still didn’t work.
Does this have to do with the site being a staging site?

The CSV redirect import option should work even in the staging environment as well.
Could you please share if you’re getting any error messages when the process got canceled?
If you want, you can share a few of the redirects so we can also check the CSV format you’re importing. You can use this tool and share here the generated link in the sensitive data section.
Meanwhile, the system that imports the redirections rely on scheduled actions to import the CSV data into the website. Please install the WP Control plugin and navigate to WP Dashboard > Tools > Cron Events to make sure that the Cron Jobs are working fine on your site.
