10k is for total keywords, And it is up to you how many keywords you want to set per website.

I think its clear.
Full access for all clients. But some features are limited – like keywords.
If its full features then 10K keywords x 100 clients – it should be 1000k keywords totally. But its total 10k keywords only. So average 100 keywords per client.
