You should exclude the Sitemap files of the Rank Math plugin in your caching plugin. The cache could be via a plugin or from the server. For plugins or Cloudflare, please follow this article:

Once done, clear the website cache and remove all the sitemaps from the Search Console and add sitemap_index.xml again.
The couldn’t fetch error, is in most cases simply due to a bug in the Search Console.

Actually, I have already configured the cache plugin(W3 Total cache) and followed the mentioned steps. But still updated sitemap is not visible when we user is not logged in.
Currently, we are not getting a couldn’t fetch error now.
Please let me know the reason for the sitemap issue.

Hello,
I checked the sitemaps, Cloudflare is caching the sitemaps.
Please exclude the sitemaps from caching in Cloudflare by following this guide:
https://rankmath.com/kb/exclude-sitemaps-from-caching/#cloudflare
Once done, purge the Cloudflare and website cache and check the sitemaps.

I have tried to follow the mentioned steps about Cloudflare. But unable to get the option to enter the following data in Cloudflare.
sitemap?\.xml?
[a-z0-9_\-]*sitemap[a-z0-9_\-]*\xml|xsl)?
([az0-9_\-]*?)sitemap([a-z0-9_\-]*)?.xml
I was unable to find out the option. So I have tried to create a page rule which will exclude the indexing (https://prnt.sc/1qev2oq) But still facing the same problem.
Can you please help me out with this problem???

Please connect to your Rank Math account again under your WordPress Dashboard > Rank Math > Dashboard > Help and update the plugin to its latest version. https://rankmath.com/changelog/
