This usually happens because the country upon purchase is different than PayPal account’s country. Please try using different payment method. This purchase will not be completed.

An order or authorization is an agreement between you and the merchant to purchase an item for a set amount. When you bought your item, you authorized a PayPal payment to FastSpring. PayPal doesn’t have the ability to cancel that agreement, but the merchant might be able to cancel it for you.
