I tested on my local environment with the exact same SEO title setting and it worked on my end without doing Bulk edit. If it’s still not working at your end, would you please remove transients by navigating to Rank Math > Status & Tools > Database Tools. Also, please be advised that any custom SEO title set within the product will over ride the default SEO title set in General Settings.
Do let us know if the issue is resolved after removing the transient.

the issue is regarding the SEO DESC not title.
i have done it using remote SQL, but whenever i use quick edit it will revert to %excerpt%

Is there any way to set the last %sep% as conditional to only show if there’s a data after it?
lets say that i’m using %title% %sep% Part Number: %wc_sku% %sep% %wc_brand% %sep% %excerpt% is is possible to show the last %sep% only if there’s an excerpt and not to show if there’s no excerpt ?

Unfortunately, that is not achievable using the %sep% variable as it will display whether there are data for excerpt or not.
However, you can create a variable with that condition and use it in the title field instead.
