In Gutenberg, the “Select Primary Category” works differently than how it works in the Classic Editor.
When you select more than 1 category, a new dropdown will appear where you can choose the primary category:
If it doesn’t work like that, it could be a conflict with one of the plugins or the theme you are using. To determine that, can you please follow this troubleshooting guide?

Only the site admin would know and your users won’t be affected by this troubleshooting.

I used the tool you provided in that link, enabled a default theme and only enabled the Rank Math plugin ONLY and still could not get that section to show up.
